GENERAL SUMMARY

Under the direction of the City Secretary, this position will oversee the daily operations of the City’s utility billing activities generally related to governmental practices and management of water, sewer and garbage services provided.  This position performs routine clerical duties and manages the front-desk operations, to include but not limited to processing building permits and inspections, maintaining customer records, greeting customers, issuing and processing work-order requests, and providing general assistance to the City Administrator and other heads of department.  Comply with local, state, and government reporting requirements.

ESSENTIAL DUTIES & RESPONSIBILITIES

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by incumbents of this job. Incumbents may be requested to perform job-related tasks other than those specifically presented in this description.

  • Receive and apply payments as appropriate; determine applicable fees, enter information into computer system; make change out of assigned cash drawer, provide a receipt of payment.
  • Provide administrative assistance to Utility Billing. Answers the telephone and transfer calls to the appropriate department.
  • Balances assigned cash drawer by adding monies collected, determining total balance of cash and checks, printing receipts, printing total, and taking monies to the City Secretary.
  • Reconcile daily cash receipts and prepare bank deposits.
  • Make appropriate documentation for Utility Billing transactions. Assists in the preparation and delivery of notices, billings, non-payments and shutoffs.
  • Effectively meet deadlines multi-task; ability to work with frequent interruptions and changes in priorities.
  • Must adhere to strict confidentiality regarding all aspects of the job.
  • Other duties as assigned or required to perform the functions of the position.

KNOWLEDGE, SKILLS & ABILITIES

Knowledge of:

  • Operate standard office equipment, including copier, fax machine, calculator, and computer using standard word processing, spreadsheet, and data inquiry software.
  • Mathematically evaluate for cash handling procedures.

Skill in:

  • Efficiently and accurately process invoices for payment.
  • Maintain established records and files.
  • Prepare records, reports, and other documents neatly and accurately.

Ability to:

  • Effectively communicate, both orally and in written form (listen, read, understands and relay information).
  • Remember detail information accurately and relay in the order it is received.
  • Cooperate and take direction from others, teamwork abilities.
  • Maintain effective working relationships with other city employees, outside agencies, city officials, and the general public.

MINIMUM JOB REQUIREMENTS

  • High School Diploma or GED.
  • Must be able to attend training and seminars as required.
  • Must be able to understand, or willing to learn, and adhere to the City’s Utility Service Policy and Billing Procedures.
  • Must be able to understand, or willing to learn, and adhere to the Public Utilities and Texas administrative Codes.
  • Bilingual preferred but not required.

WORK HOURS

Core work hours are between 8:00 am and 5:00 pm including one unpaid hour for lunch, Monday through Friday except holidays. This is a full-time non-exempt position and eligible for overtime pursuant to the needs of the City of Olney and at the direction of the City Secretary and the City Administrator. Any overtime hours performed must be preapproved by the City Secretary or City Administrator.

WORKING CONDITIONS

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Hand-eye coordination is necessary to operate computers and various pieces of office equipment. Work involves walking, talking, hearing, using hands to handle, feel or operate objects, and reaching with hands and arms. Vision abilities required by this job includes close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
