INVITATION FOR SEALED BIDS

City of Olney

 

To Whom it May Concern,

Re:  Seal and Stripe Runway 04-22 and Parallel Taxiways – Invitation to Bid

The City of Olney is soliciting sealed bids for the preparation, sealing, and striping of Runway 04-22 and associated parallel taxiways at the Olney Municipal Airport, Olney, Texas.  (KONY) 

 

Bidding Procedures:

    1. Proposals will be received until 3:00 pm August 16, 2024
    2. Sealed bids for the construction of airport improvements at the Olney Municipal Airport need to be addressed and delivered to Simon Dwyer, City of Olney, City Hall, City Council Chamber, 201 E. Main Street, Olney, Texas 76374.  Then and publicly opened and read.  Any bid received after closing time will be returned unopened.   
    3. Bidding documents may be examined at:  City of Olney, City Hall, City Council Chamber, 201 E. Main Street, Olney, Texas 76374
    4. Envelopes containing bids must be sealed and addressed as instructed above.

 

Contract Provisions and Proposal Form:

    1. Bidder shall provide a statement of qualifications with their proposal of past similar work, a financial statement and statement of plan and equipment proposed for use on the project.  In place of the financial statement, Contractors may provide that they are pre-qualified with TXDOT for similar work and are on the current TXDOT bidders list.  If a contractor is qualified with TXDOT for similar work, they will be considered as qualified for this job.
    2. The contractor and their subcontractors will be required to provide certificates of insurance.
    3. A certified cashier’s check or a Bidder’s Bond from a reliable surety company licensed to operate in the State of Texas (“Bid Security”) payable without recourse to the City of Olney, for the amount of not less than two (2%) of the total bid shall be submitted by bidder via a sealed envelope as a guaranty that if awarded the contract, the bidder will enter into a contract with the City of Olney.  The Bidder’s Bid Security shall be submitted before the above-mentioned bid opening date and time.  Failure to submit the Bid Security shall be grounds for disqualification.  Bid Security shall be delivered in a sealed envelope and clearly marked as follows:  “Bid Security for Seal and Stripe Runway 04-22 and Parallel Taxiways”.

The City of Olney reserves the right to retain the Bid Security as liquidated damages in the event the bidder withdraws its bid after the bids are opened and before official rejection of the bid by the City of Olney, or if successful in securing the award of the contract the successful bidder fails to enter into the contract and fails to furnish satisfactory performance and payment bonds.

    1. The successful Bidder will be required to furnish a Performance Bond and Payment Bond, each in the full amount of the contract price, executed by a surety company or surety companies authorized to execute surety bonds under and in accordance with the laws of the State of Texas.
    2. The City of Olney reserves the right to refuse and reject any or all bids and to waive any and all formalities or technicalities if such waiver is in the best interest of the City of Olney and conforms to State and local laws and ordinances pertaining to the letting of contracts.  The City of Olney also reserves the right to hold the bids for a period of ninety (90) days without taking action.
    3. Title VI Solicitation Notice:  The City of Olney, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

 

The Scope of work is as follows:

  1. Large cracks to cleared with compressed air and filled top to bottom with hot pour materials, approximately 47,000 linear feet (LF) of cracks.
  2. Prepare surface of Runway and Taxiway for sealing approximately 57,000 square yards (SY)
  3. Apply and cure sealer to runway and Taxiway; approximately 57,000 SY.
  4. Apply approximately 3250 square feet (SF) of yellow stripe.
  5. Apply approximately 16,750 square feet (SF) of white stripe and markings.
  6. Install approximately 50 each green taxiway way reflectors.

 

  1. Work to be accomplished according to FAA Advisory Circular No: 150/5380-6C “Guidelines and Procedures for Maintenance of Airport Pavements”, FAA Advisory Circular No: 150/5340-1H “Standards for Airport Markings”, and Olney Municipal Airport; Airport Layout Drawing, TxDOT Aviation, October 2015, and appropriate sheets, applicable to sealing and striping of runway 04-22 and parallel taxiways, of Freese Nichols drawing for old TXDOT project No. 9842, 1999.
  2. ​​​​The contract period for construction is ninety (90) calendar days from the commencement date specified in the Notice to Proceed issued by the City of Olney.  Liquidated damages are set at $500.00 per calendar day.  Delays due to weather and other factors out of the control of the contractor that are above and beyond a typical season may be requested in writing as a reason for contract period extension.

 

Site Access/Staging Area:

  1. Contractor’s access roads, haul roads, and staging areas are to be coordinated with the airport manager, Air Tractor, Inc., 1584 Leland Snow Way, Olney, Texas  76374.

 

Safety and Phasing Plan:

  1. Contractor will be required to be in compliance with FAA Advisory Circular 150/5370-2G, Operational Safety on Airports during Construction (or latest edition).
